Raise the Node floor to 20, move to normalize-url 9, and fix a Keyv error-listener leak.

⚠ BREAKING CHANGES

require Node.js >=20 (was >=18) and upgrade normalize-url from 8 to 9 (3c9b7a2, #1681) Migration: run on Node 20 or newer. Cache-key output from URL normalization is unchanged for the covered cases; no call-site changes are required for normalize-url 9.
